Introducing the competition development standard in Russian regions
The Analytical Center for the Government of the Russian Federation is supporting the introduction of the Competition Development Standard in the Russian regions in cooperation with the Strategic Initiatives Agency and the Ministry of Economic Development of Russia.
What is the Competition Development Standard?
In accordance with the Presidential Decree and a number of government instructions, the results achieved in the efforts to promote competition on the basis of the Standards have become a key performance indicator for regional governments and have been included in the list of key performance indicators for high ranking government officials.
Assessing the performance of the subjects of the Russian Federation with regards to the introduction of the Competition Development Standard
Every year by March 10, the subjects of the Russian Federation must submit reports on the state of the competitive environment in the regional markets of goods and services approved by the collegiate authorities to the Analytical Center for the Government of the Russian Federation, the Strategic Initiatives Agency, the Ministry of Economic Development of the Russian Federation and the Federal Anti-monopoly Service of Russia.
Since 2016, the Analytical Center has been analyzing and assessing information on the implementation of the provisions of the Standard submitted by the subjects of the Russian Federation and compiling a rating of regional governors reflecting the level of competition promotion in each region. The rating and the best examples of regional practices employed in implementing specific provisions of the Standards were the core of the competition promotion reports for 2015 and 2016.
