Control and Supervision Reform

The Analytical Center for the Government of the Russian Federation runs a project management office to implement the program 'Reform of the Monitoring and Supervision Activities.'

The program 'Reform of the Monitoring and Supervision Activities' was approved on December 21, 2016 by the Presidium of the Presidential Council of the Russian Federation for Strategic Development and Priority Projects. The program is to be implemented by 2025. It covers 12 monitoring and supervision government agencies, over 25 types of supervision and seeks to support the activities of 4 federal executive bodies: the Ministry of Economic Development, the Ministry of Justice, the Ministry of Communications and the Ministry of Labor as well as those of regional governments.

The main goals for the program are as follows:

  • Reduce the damage done to legally protected values (life and health of the people) by 50%
  • Reduce the monetary damage for the controlled risks by 30%
  • Reduce the administrative load on organizations and people engaged in business activities by 50%
  • Improve the efficiency of the monitoring and supervision activities. Enhance the quality index of administration of the monitoring and supervision functions by 200%

The program includes the following projects:

  • Introducing a risk-oriented approach in monitoring and supervision
  • Introducing an effectiveness and efficiency performance assessment system for monitoring and supervision
  • Introducing a system of comprehensive prevention of mandatory requirements violations
  • Systematizing, reducing the number of and updating mandatory requirements
  • Introducing effective HR policy mechanisms for organizations involved in monitoring and supervision
  • Introducing a system for preventing corruption in monitoring and supervision
  • Automating monitoring and supervision
  • Improving the quality of monitoring and supervision at the regional and municipal levels
