In 2015, all regions of the country should commence implementation of the Competition Development Standard. Its key objective is strengthening healthy market relationship. The Federation selected 6 markets where constituent entities of Russia are obliged to encourage new players. These are pre-school education, medical services, housing and utilities, retail, passenger carriage by surface transport, and communications. Regions may add something of their own to this list. For example, Chuvashia put the agricultural production and processing market and the housing construction market on the list.

Six Russian regions commenced implementation of the standard as early as last year and encountered some sluggishness on the part of municipal authorities. “One of the key problems is how to attract municipal authorities to competition development activities and interest them,” said Tatyana Radchenko in the interview to STRC. In her opinion, the experience of pilot regions will make it possible to rectify errors.
