Creation of independent rating agency - a matter of the distant future

Russia has risen in a list of the global innovative index which Bloomberg makes the last 8 years. This time Russia was ranked 14th among those represented in the ranking of 200 countries.

The Adviser to the Head of the Analytical Center Yuri Ammosov talked on the radio station INA "Rossiya Segodnya whether Bloomberg is reliable in this context.

"We can trust Bloomberg partly because they have gathered sufficient information for most countries, and in cases, where it was interpreted, we can judge that it is consistent with the stated methodology",  said the expert. The fact that in some countries including such as Great Britain, the US and even China the Bloomberg did not have enough information, perplexed the expert. The methodology is not finalized in this part, consideres Mr. Ammosov. However in general if we judge upon the total mass of information, the methodology is correct and it measures the right way things that are subject to it, said the expert.

The expert also talked about the idea of BRICS countries' experts to establish an independent rating agency. "The creation of an independent rating agency has being discussed since the last year. The process did not begin yesterday and will not finish tomorrow. It is still difficult to discuss prospects but the issue itself is interesting", said Mr. Ammosov. It is difficult to say definitely whether such an agency will be created, according to the expert. "Generally there are precedents of creating the ranking by the countries which are not satisfied with traditional ratings. We have, for example, the Shanghai Ranking ARWU which is aimed to measure the higher education quality. It was created at the beginning of the 2000s, and now is listed on the row with leading ratings", concluded the expert.
