The Act on the licensing of managing companies in the housing and communal services sector came into force. Testing will sift unscrupulous companies. New rules will improve public services quality, according to The Ministry of Construction, Housing and Utilities of the Russian Federation.
Managing companies will start to use licensing tool to reject old houses
What will happen to housing cooperatives, whether they undergo the licensing procedure, spoke the Head of the Directorate for Housing and Communal Services of the Analytical Center Maria Shilina in the TV program "Pravo Golosa" (Vote) on the TV Channel "TVC".
"We have asked state supervisory bodies how they saw the process. The State Housing Supervisory sees many problems with the licensing implementation. We will generalize these problems and then publish them", said Ms. Shilina.
The major problem in this area is the misunderstanding of what will happen to the old housing stock. "Most likely managing companies will really start to use licensing mechanisms to reject these houses", said the expert. The State Housing Supervisory sees the problem solution in dividing common property maintenance requirements into two large blocks. "The first block – the work related to the safety of the apartment building development. These works should be carried out by all managing companies to the whole housing stock. The second block - additional work which housemates can carry out through the general meeting procedure, and then include in their management contract. There should be a specific control procedure and penalization", said the expert.
The State Housing Supervisory is right to set up such measure, considers the expert. "It is necessary to divide scope of work: what we will control by licensing supervision and that what citizens decide for themselves", said Ms. Shilina.
