Thermostats will lower rates on central heating for Moscowites

At the moment thermostat setting in Moscow houses for the sake of energy saving is widely discussed.

“Energy services law has been functioning since 2009, but it has not been covering apartment houses sector”, commented the situation to the anchorman of LifeNews the Head of the Directorate for Housing and Communal Services of the Analytical Center Maria Shilina. “At the end of 2012 the Directorate asked why performance contracts stayed away from apartment houses. We analyzed the situation and figured out that energy services companies have 3 main obstacles: lack of exact information about apartment houses, problems with residents’ meetings organization and some legislative difficulties on regional and federal levels”.

During the previous year the Directorate for Housing and Communal Services formed a procedural framework, which now is helping regions with these problems solution. “We also started to put this procedural framework into practice with Moscow authorities”, said Ms. Shilina. “In December 2013-January 2014 a plan on thermostat settings was formed. Automated control unit – this is the precise term. This year we planned to cover 510 apartment houses in all city districts, next year – 3600 houses, and 2016 – 4100 houses”.

“Izvestia” reports thermostat setting in detail, citing the experts of the Directorate for Housing and Communal Services of the Analytical Center. This device will help to save heat energy, so that citizens would pay less for central heating. New devices will be set in apartment houses of 1970-1980. Thermostat setting is approved in 8200 houses. The Directorate pre-estimated, that almost a quarter of apartment houses can be included in the program of energy-efficient modernization circuit-wise energy service contracts, and that accounts for 10 000 houses.
