By applying the approaches proposed by the Analytical Center in addressing mode, allows identifying and reducing the increased heat consumption

In May 2013, the Analytical Center, on its own initiative, has worked out the methodology for cameral analysis of the housing fund, on the example of the Southern Administrative District (SAD) in Moscow. This was done in accordance with the decisions of the President and the Government of the Russian Federation on the limitation of the average annual growth rates of tariffs for population of 6%. The analysis was conducted on the parameter of thermal energy consumption for heating purposes which has the highest impact on the bills paid by the final consumers.

The Head of the Directorate for Housing and Communal Services of the Analytical Center Maria Shilina talked about the work that has been done, in the July issue of the monthly business magazine "Russian Utilities Services Complex". The expert noted that this analysis helped to identify objects with the highest consumption inefficiency in thermal energy use. By bringing them to a proper condition will allow to substantially reducing the overall costs for heating energy beared by consumers and, as a result - reduce payments for communal services. Moreover, Ms. Shilina believes that the amount of money paid for "overconsumpted" heating energy, can cover the costs of projects and activities in energy saving and bring the systems of heat consumption into a proper condition according to the scheme of energy service contract.
