By the year 2015 Russia should get a legal framework that could allow to carry out capital repairs of apartment buildings involving private funds. It is expected that investors will take part in the housing modernization within the energy service contracts.
We need to talk about “energy efficient” capital repairs where are used materials and technologies that can prospectively reduce costs of maintaining a building
The Head of Directorate for Housing and Communal Services of the Analytical Center Maria Shilina shared her opinion regarding the capital repairs in apartment buildings with the newspaper “Rossiyskaya Gazeta”. “For carrying out capital repairs we need either permanent subsidy or postponement of terms to a later period”, - believes the expert. “Some regions were able to get out of this situation in an original way: they introduced the so-called selective capital repairs where only the most problematic spots are being restored, e.g. the roof, the facade or the heating system. But herewith the related expenses - for paperwork, selection of a contractor, etc - are huge”.
According to Mrs. Shilina, the state policy regarding the capital repairs is aimed at technical specifications recovery of the apartment buildings. “If there were wooden floors or cast iron pipes, they are going to be restored”, - clarifies the expert. “For big money we have millions of houses with old technical specifications to be restored”.
Mrs. Shilina considers that in order to spend money wisely, we need not the recovery, but more qualitative, energy efficient capital repairs where are used modern materials and technologies that can prospectively reduce the costs of maintaining the building. This modernization is obviously useful, but the preferred capital repair will cost two or two and a half times more than the usual routine maintenance.
