The six-month work with energy service companies conducted by the Analytical Center uncovered two key barriers for their operation in apartment buildings

“The two key barriers are absence of trustworthy information on potential facilities for energy conservation (that is in apartment buildings themselves) as well as a difficult procedure for running general residents’ meetings. Energy service agreements are utterly impossible without these meetings though”, Maria Shilina reported at the All-Russian Forum titled «Energy Efficiency Technologies-2014» that was launched today in Yekaterinburg.

Implementation of the program aimed at energy efficient modernization of apartment buildings in Russia is hampered by difficulties in bringing residents together at a meeting. Although these programs have been launched in over 8,000 Moscow apartment buildings with energy consumption subsequently dropping by 19%, this was made possible only thanks to the professionalism, persistence and political willpower of the Moscow City Government, - Mrs. Shilina emphasized while speaking to an ITAR-ТASS correspondent. According to her, housing stock energy modernization is also impeded by the need to respect interests of multiple participants at the same time, namely: those of proprietors, the management company, bank and energy network companies.

The 9th All-Russian Forum on «Energy Efficiency Technologies-2014» was jointly organized by the Analytical Center for the Government of the Russian Federation, the non-profit partnership “Russian Heating Supply” and several federal and regional authorities. This year over 1,000 experts from almost 40 Russian regions are taking part in the Forum.
