The main task of electronic form of public services is to meet the needs of citizens in the most efficient manner.

Alexey Kozyrev, Deputy Minister of Telecommunications of Russia, said that at a meeting of the Government Commission on November 7, which will be chaired by Dmitry Medvedev, the concept of public services in electronic form is scheduled for approval.

Yuri Ammosov, Head of the Directorate for Innovations at the Analytical Center for the Government of the Russian Federation, believes that the main task of the concept should be moved from the quantitative to the qualitative provision of services. “Previously, the main task of the portal was to transfer the services into electronic format, and now a new task has been set – to meet the needs of citizens in the most efficient manner,” said the expert.

Talking with a correspondent from the “Russian Business Newspaper” about the upcoming innovations, Mr. Ammosov said: “It is important to understand what the citizens really need. It is therefore necessary to carry out reviews of the actual request of citizens for public services, the actual interaction of citizens with the services on the public services portal at all levels – federal, regional and local. And after having learned about these needs, it is advisable to make improvements”.
