The tool for assessing the regulatory impact in Russia is going through a new stage of development. In late 2014 the Supreme Eurasian Economic Council defined a procedure for preparing draft resolutions of the Eurasian Economic Commission.
In January 2015 the Russian Government passed resolution No 83 dated January 30, 2015 that started the Regulatory Impact Assessment (RIA) reform at the federal level. Thus, the methodology for holding public consultations has already been approved. In order for transition to the one-in-one-out model by October 1, 2015, a methodology will be adopted for assessing the standard costs incurred by businesses and by January 1, 2016 a set of documents should be developed to introduce a procedure for assessing the actual impact of new regulations, which, among other things, should replace expert assessment of regulations imposed by federal executive authorities.
The decree No 601 of the President of Russia dated May 7, 2012 On Key Priorities for Improvement of the State Governance System became the basis for the introduction of RIA in Russian regions, while ratings of the regions now serve as an additional incentive for improving the efficiency of RIA.
The conference will comprise the following consecutive parts:
- A plenary session.
- Session 1. RIA in the legislative activity of the Russian government.
- Session 2. Regional RIA practices: development prospects, ratings and best practices.
Representatives of federal and regional executive authorities have been invited to participate in the conference as well as experts in the practice and methodology of impact assessment, business representatives and representatives of business associations.
