The presentation of the seventeenth report on the human development in the Russian Federation will take place at the Analytical Center on February 25. First sixteen issues prepared by teams of national experts have been published on request and with support of the UN Development Program. In 2014 the report was adopted by the Analytical Center.
The main purpose of this paper is to evaluate the development of human potential in the Russia’s socio-economic conditions in 2013, when after a severe crisis of 2008-2009 even with remaining high oil prices the country experienced a noticeable slowdown in the economic growth, and the phenomenon of the human capital "losing" to the resource rent was formed. The resource rent was focused on consumption but not on accumulation and modernization of the economy and society.
Experts of the Analytical Center reviewed priorities for human issues: the growth in prosperity and employment, the fight against poverty, the increasing educational level, the health and population assistance improvement, the institutional environment for economic development update, the environmental and energy security, the equality, climate change related issues. The report also presents an analysis of Russia’s regional human development issues and a generalized positive experience of Russia’ regions.
Proposed conclusions and recommendations can help federal and regional centers in solving existing problems, finding directions and ways to an effective socially-oriented state building based on principles of the human development.
