E-Government 2020 System-Level Project for the Russian Federation will be refined in the near future

The Analytical Center has held series of expert discussions on key aspects of the E-Government 2020 System-Level Project for the Russian Federation. 8 events were held from March 31 through April 25, where representatives of federal and regional executive authorities and the expert community put forward their proposals for how to revise the document.

Expert of the Analytical Center Anatoly Karpenko noted that this technical standard is being prepared by the Ministry of Communications and Mass Media of the Russian Federation under the instructions of the President of the Russian Federation. “The system-level project that came before this one in 2010 only looked at e-government infrastructure issues. In 2015 it was completed and it was felt that a new document was needed to develop electronic government and in particular to ensure efficiency of state services in electronic format by both executive authorities and other branches of government,” the expert said.

The bulk of the work on the new document was carried out late last year. “We analyzed the pros and cons of the previous project and started working on the new one: specific development vectors were identified as well as actions to be taken in the nearest 5 years to follow them,” Mr. Karpenko summed up. “In December 2015 the first draft of the E-Government 2020 System-Level Project for the Russian Federation was ready and in March 2016 it was discussed for the first time with representatives of various ministries and regional governments.”

After the first presentation of the document it became clear that additional discussions were needed of all of its provisions. “A system level project is one integrated document but each of its sections is also a complete document with its own meaning so a decision was made to break down the work of analyzing the document and making recommends for how to improve it into subprojects,” the expert explained.

The system-level project will now be refined and revised, taking into account all the recommendations and the revised version will then be published on the federal portal of draft legislative and regulatory documents. After a public discussion the document will be adopted.

At the most recent seminar the experts considered the mechanism for integration and cooperation within e-government as well as an approximate plan for its further development.

The discussions were organized by the Analytical Center for the Government of the Russian Federation in conjunction with G.V. Plekhanov Russian Economic University and the Institute for the Development of Information Society.
