Citizens do not have enough information about activity of public authorities

The Analytical Center and the Ministry for Economic Development of Russia have jointly held an expert workshop on “Implementation of methodological guidelines for development, revision, monitoring and supervision of the federal executive authorities’ action plans.

Deputy Head of the Analytical Center Mikhail Pryadilnikov reminded that the government resolution No 1449 “On the procedure for development, revision of development, revision, monitoring and supervision of the implementation of the action plans of federal executive authorities whose activities are managed by the Government of the Russian Federation” was issued on December 26, 2015. It is planned that federal executive authorities should develop action plans within a month, the Deputy Head of the Analytical Center noted.

Aslan Naskidaev, a representative of the Ministry for Economic Development of Russia, talked about work on development of action plans.  “First a draft plan is discussed by the public council of the federal executive authority and on the Internet, then they are revised and approved by the head of the executive authority,” the official said. “In the end the final action plan is published on the official website of the executive authority and on other resources.” There also exist schedules of events to implement the strategic planning documents and the implementation of the action plans is being monitored and supervised, the expert noted.

Project manager of the Analytical Center “Forum” Yekaterina Kolomenskaya believes that public declaration is the most important element in the system. “All sociological polls that we conduct show that our target audience does not understand what the government and its ministries are up to and what kind of issues they are dealing with,” the expert said. Especially there is a lack of information on the activities of executive authorities, the specialist believes. “We need public declaration to ensure that the targets we set for the year can be easily understood by the population,” – Ms. Kolomenskaya explained.  It’s equally important to report on the progress we make in achieving our goals, noted the expert.

The comments made by representatives of federal executive authorities during the discussion are going to be taken into account when revisions are made to the document.
