The Analytical Center hosted a meeting of the Debating Club ‘Prospects of SMEs Development in the Energy Efficiency Sector. Measures of State Support’. Federal and regional support for small and medium-sized businesses, financial tools for assisting the energy efficiency projects’ delivery, as well as measures of national banks, direct investments and venture capital funds, guarantee funds, leasing and energy service companies were discussed.
‘One of the main problems of the sector is growth slowdown. In real terms the turnover of SMEs decreased by 7.4%. There are difficulties in access to financial resources, where the volume of loans fell by 36%,’ said Mikhail Pryadilnikov, the Deputy Head of the Analytical Center. The expert considers that over-regulation, lack of markets, poor availability of state order are among pressing issues of the industry. This work is in progress, and in 2015 some significant steps were made: association of SMEs is formed, program of financial support is launched, access of small enterprises to state procurements is increased, network of information and material support is developed.
Sergey Korotkov, the Director of the Centre for International Industrial Cooperation in the Russian Federation (UNIDO CIIC), talked about the project ‘Developing market mechanisms to improve energy efficiency of energy-intensive sectors of the Russian production sector’ aimed at developing SMEs. ‘Our task is to find financial support for enterprises wishing to modernize to improve energy efficiency and energy saving,’ said the expert. The project is implemented by 85% and is successful, noted the expert. Training with participation of international experts, who implemented energy management systems in different countries, is being held.
Representatives of the Fund for development of the production sector and the Government of the Moscow Obalst talked on their experience in the sector. Participants noted that for further development of domestic enterprises financial tools are needed (primarily - tax and financial benefits), as well as the real commitment of administrative bodies.
