The Russian Presidential Academy of National Economy and Public Administration with support of the Analytical Center for the Government of the Russian Federation held a Conference ‘Comparative Assessment of State and Projected Growth of Regional Education Systems.’
Mikhail Pryadilnikov, the Deputy Head of the Analytical Center, made a report in which he paid special attention to teachers’ wage increase within the frameworks of assessing education efficiency. ‘Achieving high quality of Russian education and its growing competitiveness are the key issues of the state program ‘Developing Education 2013-2020'. The Analytical Center is for implementing new management tools in education which take into account both specifications of socio-economic development of Russian regions and their spatial features. Moreover the decent wage level of teachers should act to raise education quality and so soundness of socio-economic development of the country,’ said the expert.
Inna Karakchieva, the expert of the Analytical Center, talked on the assessment of education quality. ‘The social demand for affordable high-quality education makes the question on the quality assessment the most pressing one. Making a new management system is impossible if no new tools considering regions’ specifications are implemented. For now there are both quality and quantity gaps between regions in general education, furthermore mostly all regions assess results but not efficiency. Unfortunately, the role of civic and public initiatives in forming the system of the independent assessment of education quality is very low. After all, this very activity may encourage it’, said the expert.
Ms Karakchieva took part in a discussion within the event dedicated to result of approval of the methodology of the comparative assessment and projected growth of regional education systems.
During the Conference representatives of regions shared their practices in assessing efficiency of general education within the frameworks of wage increase of teachers in general education institutions in Voronezh, Ivanovo, Sverdlovsk Oblasts and Moscow. In 2013-2014 the Russian Presidential Academy of National Economy and Public Administration conducted a monitoring which became the basis for considering key aspects of assessing efficiency of general education by heads of general education institutions, teachers and parents.
