Mechanisms of State Regulation of Additional Education are only being Formed

The scientific and methodological magazine 'Nauka. Tekhnika. Obrazovaniye' published an article by an expert of the Analytical Center Inna Karakchieva 'Features and problems of the Russian market of additional education for children.'

The article presents general trends of the market of services of additional education for children in Russia 2012-2014, analyzed features of development of a network of state and non-governmental organizations, assessed the volume of financing. These statistics make it possible to identify key areas for improving the system of additional education for children in the Russian Federation.

In Russia, as in the leading countries of the world, additional education especially education of children has an important role in the fight for human capital. The study showes that in general for the period 2012-2014 in this area there has been a number of positive trends. Thus, the number of state (municipal) educational organizations increased by 28.5%, amounting to 11.7 thousand, and 9.6 million children attended them. The actual number of non-governmental organizations exceeds their official number at times. In this case, we can talk about the presence of the shadow market of services of additional education for children and the absence of adequate mechanisms of market regulation by the state.

The market of services of additional education for children in Russia is currently in its infancy and is not included in the zone of interest of the federal executive powers (mechanisms of state regulation in this area are only being formed), the expert believes.

Flexibility, integrity of the system of additional education and its stability on the market can be achieved by the introduction of a single portal of additional education - equal access of organizations irrespective of their form of ownership to inform the population about the variety of programs and services of additional education for children.
