Project Management Gains Momentum

Today, on the 2nd day of the Conference 'Practical Application of Project Management in the Public Sector', some round tables were held at the Analytical Center.

Participants of the round table 'Organization and activity of project offices in government entities. Experience and perspectives' including winners of the contest 'Project Olimp', shared their experience in  establishment and operation of project offices and discussed risks and difficulties of their organization.

On the basis of speeches the event moderator, the expert of the Department of Economics and Finance of the Executive Office of the Government of the Russian Pavel Shestopalov conceived signs of a well-organized, effective project office. That kind of office can and must be described by finite number of functions and services. It must be an independent, permanently operating division on the strength of the organization, which selects the most important projects, systematizes the work in the scope of their implementation and quickly and efficiently runs reliable reports.

A good project office is the automation center of the whole project activity, the main service support of the organization, wherein people are interested to do their best.

At the round table 'State standards and certification for project management in the Russian Federation' participants considered projects of the new professional standard 'Project Leader' and a range of several GOST standards 'Project management.'

The Head of the Administration of Technical Regulation and Standardization of the Federal Agency on Technical Regulation and Metrology Alexey Barykin thinks that the standard must provide the fitness for purpose with a service, a process or a product. He also specified that no definition «consensus» is mentioned in the Standardization Law and for now it is necessary to develop the procedure of its building. Among new laws in the Standardization Law engineering design committees were mentioned, which are established if necessary on a temporary basis, if the corresponding technical standardization committee is absent.

Talking about a state standard project 'Management system of the project activity in the organization. General provisions', the President of the Project Management Association 'SOVNET' Aleksey Polkovnikov specified that the main task involves the approval of the project management system, programs and project portfolios, the determination of the role and the responsibility of top executive management members for the arrangement of the project activity. On top of that the standard is necessary for the formulation of basic requirements to project management systems, the provision of the adequate competence level of the project personnel and the evaluation of the project activity.

At the next round table called 'Implementation of project management in a government authority. Can we forecast all results?' approaches for the acquisition and the accumulation of knowledge in the scope of the project management in organizations were examined.

The representative of Belgorod Oblast Margarita Chistyakova talked about three models of the improvement of project management in constituent entities by the example of accepted practices, namely the segmental practice (Tomsk Oblast), the total practice (Belgorod Oblast) and the complex practice (Tula Oblast). 'These models make the implementation of the project management in executive authorities easier,' said the expert.

In the course of the discussion experts found out basic characteristics, which have an effect on the strategic plan of implementation of project management among which are:  involvement of chief executive,  pursuit of the region of the effective collaboration, implementation of federal or strategic regional programs and availability of determined factors. Any experts suppose that the availability of financial means also can have an effect on the choice of the right strategic plan.

At the round table 'Role and place of the project management in the management with a life cycle of complex technical systems and objects' special aspects of the complex project management was discussed.

The Deputy Director, the Principal Architect of the shared information space NIAEP – ASE United Company Vyacheslav Alenkov acquainted round table members with the advanced experience in the scope of the use of life cycle management systems on the basis of the Multi-D technology, at the bottom of which is 3D-projecting. В In this technology all project elements are structured, all calculations are settled and the effective control system over the execution is included. The speaker also informed about new project tools such as the combined figure, the visual control system «Plan-fact», etc.

At the round table the Chief Development Officer of LLC 'K4' Elena Kolosova spoke about barriers in the application of modern methods of technically demanding projects. Such barriers are separate provisions of existing regulatory and legal documents, according to the expert.
