State-Private Partnership is Necessary for Development of Waste Recycling Industry

The IPLA-2015 Global Forum "Science-Politics-Business-Society. On the way towards a resource efficient state: minimization of landfill depositing and the maximum utilization of secondary raw materials" took place at the Moscow World Trade Center.

The IPLA-Forum 2015 was held in Russia for the first time, within its framework Russian and international experts discussed the issues of establishment of waste recycling industry in the Russian Federation and the EEU, taking into account international experience and focus on the harmonization of environmental and customs laws of the EEU countries. The event was held by the UN Committee on Regional Development, the Federal Service for Supervision of Natural Resources and the International Center of Best Environmental Technologies. Co-organizers of the Forum were – the Analytical Center for the Government of Russian Federation, the Moscow Department of Natural Resources and Environmental Protection and the Association of Socio-Economic Interaction "Central Federal District".

The first plenary session was devoted to legislation and economic policy stimulating the prevention of occurrence of waste, its reuse and recycle. In particular, a redistribution of powers between levels of the gGovernment, development of a national environmental strategy were discussed. Particular attention was paid by professionals to foreign experience of Korea, Sweden and Switzerland.

During the second session experts reviewed principles of extended responsibility of manufacturer, namely the regulatory support of this principle, the formation of the rate of the environmental fee, implementation of the ERM at the regional level.

Parallel round tables on the implementation of international environmental agreements and for investments and state-private partnership in the field of waste management were held. There was also an exhibition at which new technology and industry projects were presented.

Experts pointed out that the main objective of the Forum was to create in Russia a permanent expert platform IPLA-RUSSIA on the exchange of information and experience in the environmental field to achieve consensus on environmental issues between federal and regional governments, local authorities, business and society. Experts believe that it is necessary to create favorable conditions for the implementation of projects aimed at creation of a resource-efficient state, based on state-private partnerships and the development of waste recycling industry.
