The Analytical Center jointly with the Russian Presidential Academy of National Economy and Public Administration (RANEPA) held a workshop on "Strengthening the efficiency of organization of additional vocational training of state civil servants", during which experts discussed the development of mechanisms of interaction between the business community and research teams through the example of an expert platform for scientists and entrepreneurs that is being created.
The expert platform will consist of a database of existing scientific researches, a search engine, business tips, a database of research teams and news. "The platform will work, if we find a way to motivate and engage participants to perform work on both sides. If one of the parties show doubt, the playground will not be effective," considers the Head of the Analytical Center’s Department for Project Management in the Public Sector Pavel Shestopalov. For this purpose tools are needed to be found - namely, to establish the platform expert council, according to the expert.
Experts noted that the peculiarity of the platform is in the placement of data on research teams and their competences, which will be able to do whatever is required in a short term following the order of business. A mechanism of the facilitated registration of results of the intellectual activity with legal support of patents in the market should work there.
"The work will not get going unless a single platform is created from which it will be possible to take projects for APEC, BRICS, еtс. Its development requires the use of the database of interesting projects that have been implemented with the involvement of business and scientific organizations. The base of normative legal acts and the complex of mechanisms that allow businesses to collaborate with science are to be formed. For science it is in grants, for business - co-financing," said the Analytical Center’s First Deputy Head Vasily Pushkin. According to him, it is also necessary to discuss the results regularly, since any project needs support.
The event also hosted a presentation of the project "Developing the Project Management Implementation Model in the Executive Authorities of the Russian Federation". Participants were reminded that the Analytical Center is one of the key places for collecting information on project management, as well as talked about the experience of use of the methods of project management in Perm Krai, Moscow, Belgorod, Penza, Tomsk, Yaroslavl and Tula Oblasts.
