Automation of Spatial Development Management is Complicated by Low-Quality Data

The Analytical Center conducted a Round-Table Discussion “Automation of Spatial Development Management in the Modern Context”. Experts discussed acute problems and made conceptual proposals on creating an external information analysis system for the spatial development management in the Russian Federation. Experts also considered best practices in creating regional and municipal information analysis systems.

A representative of the Ministry of Economic Development of Russia Dmitry Mordvinov talked on the State Data System of Spatial Planning (FGIS TP). The main purpose of the information systems use in spatial planning is to ensure the mutual recording in the planning of federal, regional and municipal sites. The State Data System of Spatial Planning needs to be improved in terms of system interfaces and the data structure, which provide public spatial development projects’ review, according to the expert. "It is also necessary to improve the functionality of experts’ activities when they work with documents, as well as the monitoring of publication of data, provided by the Planning Law.  The access to the legal acts block, the increase of reliability and performance of the system, the improvement of the documents’ harmonization process and procedures of information exchange of the State Data System of Spatial Planning with data systems of regional and municipal levels, the update of the legislation of dataware of urban planning – all these factors are needed to be implemented," considers the expert.

The representative of the Ministry of Economic Development mentioned an interagency working group for the System’s development, a proposed road map for creating data, specified by the Urban Planning Code, among measures for the State Data System of Spatial Planning development.

A General Director of the Engineering and Technological Enterprise "Grad" Anna Beregovskikh talked on her experience in creating an Information Analysis System of the Spatial Development Management in the Russian Federation (IAS URT), a case study of Khanty-Mansi Autonomous Okrug - Yugra. According to her, the key elements of the system are: monitoring, design and programming, planning and regulation, forecasting and goal-setting. "An ideal model of spatial development management of municipalities is an interconnected system of strategic, design, organizational and technical solutions, which is based on three key documents - the strategy of socio-economic development, the budget and the Spatial Planning Document," summarized Ms. Beregovskikh. The expert also suggested the establishment of the Information Analysis System of the Spatial Development Management in the Russian Federation in the Republic of Crimea.

An IT Director of the Engineering and Technological Enterprise "Grad" Alexei Dudarev outlined problems of automation of the spatial development management. "One of the key problems to be solved is the poor quality of data about the territories. We do not have standard data models of data domains, their interaction algorithms, rules and liabilities for their exchange. There are no authority and no finance for updating data about the current state of the territories," said the expert. In addition, Mr. Dudarev noted the priority of the hard copies over the soft copies and the weak popularity of services in soft copies. "It is impossible to create a common system that will suit specialists from all sectors is impossible. The only option is the integration of branch systems where data are to be automatically compared, not manually," the expert believes.

During the event the State Data System of Housing and Communal Services was presented as a background technology for the information and analytical support of the sectoral and territorial development.
