Innovation Projects Require New Management Methods

14 august 2015

The Analytical Center held a round table organized together with the Integration Center of Economic Innovations and focused on advanced innovation project management. The round table was opened by Vasily Pushkin, the Deputy Head of the Analytical Center. In his opening speech, he emphasized the importance and relevance of this topic in the light of state support to breakthrough innovation projects.

Pavel Shestopalov, the Head of the Department for Project Management in the Public Sector, told about the development of project management in the public sector. “The Analytic Center assumed the task of integrating developments of all key state agencies operating in the project management area, as well as collecting and promoting the best project management practices,” said the expert. “For this purpose, the Analytical Center has organized and holds for the second year the Project Olympus contest, as well as the annual conference and a number of webinars.”

According to Mr. Shestopalov, the Ministry of Economic Development, the Ministry of Industry and Trade, and the Ministry of Communications and Mass Media of Russia actively implement project management in the public sector. Moreover, the Ministry of Labor currently develops a professional standard titled Project Manager that will be adopted approximately at the end of this year. All this shows the importance of the topic discussed, as it is impossible to implement governmental programs without knowing project management fundamentals and standards.

The expert also noted that some regions have introduced their internal certification of experts and masterfully apply program-targeted management without waiting for federal certification. The flagship of such regions is the Belgorod Region.

In the course of the round table, experts representing science and real economy sectors shared their views on the topic discussed and made their conclusions for further work.
