The Analytical Center will take a month to conduct, in collaboration with the federal executive authorities, institutes of development and business partners, an online survey titled “Assessment of the quality of state support provided to government development institutes and organizations: beneficiary opinions.” The results obtained will be used during preparation of a consolidated report to be submitted to the Russian President to inform him of the results of the comprehensive assessment of the activities of government development institutes.
The organizers’ goal is to identify the strengths and weaknesses in the activities of organizations that use budgetary funds to deal with the strategic tasks of sustainable economic growth and economic diversification. The survey is expected to reveal the quality of cooperation between organizations and institutes of development on the one side and their counterparties on the other, the key accomplishments and challenges in this area, as well as to allow generating proposals with regard to boosting the efficiency of the state support.
The report prepared based on the results of the survey will be available to organizations and individuals who will have filled out a complete questionnaire, leaving contact information for themselves, including their email address. Once processed and summarized, this information will be provided on the resources of the Analytical Center.
Participation in the survey is available to organizations and individuals who benefit or are entitled to benefit from state support via government institutions in charge of development, i.e. business entities, higher education institutions, research organizations and NGOs, as well as individuals. All of these are required to fill out the questionnaire online by August 31.
Who are the beneficiaries of this survey? Organizations and individuals who benefit or are entitled to benefit from state support via government institutions in charge of development. Such may include business entities, higher education institutions, research organizations and NGOs, as well as individuals.
How long will the survey last? From August 3 to 31, 2015. That is when the access to the questionnaire will be closed, and the result analysis will begin.
What is the survey objective? The Analytical Center seeks to collect information about the extent to which the activities of the organizations dealing with the strategic tasks of ensuring sustainable economic growth and economic diversification and using budgetary funds to build an infrastructure providing the economic activity participants’ access to financial and information resources are in line with expectations of the beneficiaries. The survey results will be included into the final expert findings on the quality of cooperation between the organizations and their counterparties, highlighting the key accomplishments and challenges in this area. The findings will also cover proposals to optimize the management system. The findings shall be submitted to the Russian Government and the President of the Russian Federation.
Will a consolidated report summarizing the survey results be available? Yes, the report will be available to organizations and individuals who will have filled out a complete questionnaire, leaving contact information for themselves, including their email address.
I fill out the questionnaire on behalf of my organization, but I do not know the exact answers to the questions. What should I do if I am unable to find exact answers? Provide estimated data, to the extent to which you can, in your opinion, be sure of their accuracy. Moderate generalization will not preclude our summary evaluations.
As you progress through the questionnaire, some questions that were originally in it disappear, while new ones appear. Is this a program error? No, this means there is no longer need to answer the questions that have disappeared, but answers should be provided to the newly appeared questions. The computer system analyses your answers as you progress with filling out the questionnaire, modifying it to make the questions more relevant to your personal experience or that of your organization.
Who will be able to see the answers to the survey questionnaires that we have filled out? We are only going to publish consolidated results. Third persons shall not have access to the questionnaires that you fill out, in accordance with the Law on Personal Data Protection.
What if we absolutely object to disclosing information with regard to some of the questions? Leave the question unanswered. We are not here to compel you to provide any information, nor are you obliged to do this. But since we need fullest information possible, copies of a consolidated report summarizing the survey results will only be made available to those organizations and individuals who will have filled out a complete questionnaire.
Is it an obligatory requirement to provide your email address? No. Providing your email address is optional. If you wish to receive subsequently a copy of the consolidate report, it will be sent to the email address you provided.
Is this survey closed/secret? Am I allowed to share the information in it with other organizations? The questionnaire is an open one. Our goal is to receive as many answers as possible, that is why you are encouraged to spread the word about the questionnaire, informing anyone whom it may concern.
