Expert community should come to a common understanding of Big Data

"However, the difficulty lies in the fact that the legislation in the field of personal data is not thoroughly regulated, and the Federal Law "On personal data" should be improved in terms of a clear definition of personal data.
"It is important to note that the user behavior that is the result of research on Big Data, refers not to an individual, but to groups of people, categories and classes," said Mr. Ammosov. Thus, it is not about the personal information and is not a subject to separate regulation. "The Big Data"(storage arrays, methods of their mathematical processing and technologies for work with them) can not and should not be the subject of a separate legal regulation, noted the expert.
Vladimir Adzhalov, the President of the LLC "Atos", considers that the regulation of Big Data is necessary, however there should be no hurry. "Firstly, we should determine what kind of Big Data may pose a threat in terms of personalization," he said. "For those that can harm, it is necessary to prescribe certain conditions of storage in the territory of the Russian Federation, as well as of the access and use."
For now, the Big Data issue is very relevant, but it contains many concepts that are not fully defined, according to Gennady Prosvirov, the Deputy Head of the Department for Supervision in the sphere of information technologies in the Federal Supervision Agency for Information Technologies and Communications. "In this regard, it is necessary to carry out further research and discussion, to allow experts come to the same understanding of Big Data and their correct use, as well as the compliance with the legislation of the Russian Federation", he concluded.
