Russian science seeks new economic infrastructure

The Analytical Center generates proposals on the actualization of the Innovative Development Strategy of the Russian Federation up to 2020. During the round table "Innovative Development Strategy: effective science" the main problems in the interaction between the science and the business, the state and the educational system were discussed, as well as the ways for their elimination.

"Today there are many elements of the innovation system, which perform their functions well enough," said Vasily Pushkin, the Deputy Head of the Analytical Center. The Russian Academy of Sciences and various research institutes perform tasks clearly. However it is obvious that there are loose ends in the system of interaction between the science and the business, the education, the state, and it certainly needs to be reflected in the strategy, considers the expert.

Most experts in their speeches focused on the vast lack of interaction mechanisms between basic and applied sciences and the implementation of all of the results in the economy. Andrey Shpilenko , the director of the Association of technoparks in high technology considers that there is no need to invent new mechanisms and institutions of development, but it is necessary to implement initiatives, identified in the strategy for the radical increase in infrastructure. To do this, he said, the federal budget, which the state previously allocated for the creation of technology parks, should be used more efficiently. "We need to make the academic science and higher education institutions involved in the generation of knowledge and conduct research and development, and then the most commercial and interesting projects should be implementated through technology transfer centers. Further, the managing companies should turn an idea into a thorough developing business," said Mr. Shpilenko. After the creation of the efficient infrastructure it will be able to assess the quality of Russian science, because the number of created projects, patents and licensing agreements will be an indicator of its effectiveness, according to the expert.

Natalia Lichkina, the Associate Professor of the academic department of Information Systems and Technology in the  Logistics of the Faculty of Logistics in the National Research University - Higher School of Economics, noted that there are problems in the academic and university science. Mechanisms in the implementation of industrial parks, building bridges between business and science are insufficient, considers the expert. "The economic system has completely changed. The old system, where the central planning was built on the basis of well in place chain from academic research to applied, and then to industrial projects, no longer exists. The government is in a very difficult condition when it is necessary to re-build economic infrastructure," said Ms. Lichkina. Also, according to the expert, domestic business is still not ripe for such work.

During the discussion experts noted that the Russian business environment is not familiar with home-grown technologies, and therefore they should be promoted.

The prepared list of measures to enhance the interaction between the science and the business, the science and the state, the science and the education should be included into an updated Innovative Development Strategy for the period up to 2020.
