The formation of requirements for the development of the Open Data portal of the Russian Federation was discussed at the Analytical Center
During the roundtable "Russian open data portal: development requirements' formation", Yuri Linkov, the Director of the Department of the availability and transparency of information at the JSC "Gosbook", has introduced a new version of the open data portal 2.0. New amendments in the current legislation provide the obligation of all public authorities and municipalities to publish information in the form of Open Data. "The new version for data providers offers developed tools for testing on the basis of guidelines and synchronization with external systems, testing of the data structure and of the work with multivolume sets were established, the journal for the addition of sets and the section of planning of Open Data was improved," said the expert. For developers and analysts, interfaces of API, a single registry and the notification system were improved, analytical and methodical sections were implemented, full sets of information and easy access to it were established, according to Mr. Linkov. "The interested users also have new features: an interactive map and a map of the Open Data portals of Russia and the world with all the links were added, the statistics of the portal in the form of Open Data sets was added, a calendar of events was modified," said the expert.
The portal, according to Mr. Linkov, has published 2650 sets of public data, there are more than 730 representatives of government agencies and local governments registered, the number of downloads of the sets exceeded 13300. However, the expert noted that the number of requests for Open Data are not so great.
Elena Nikitina, the Head of Laboratory of the Federal State Unitary Enterprise "Research Institute Quant", told about the formation of requirements for the development of the Open Data portal of the Russian Federation. According to the expert, there are many requirements, so to simplify the perception they are divided into three levels. A conceptually-ideological level examines the development strategy of the portal as a whole and its contribution to the social and economic progress. A structural and methodological level relates to methodologies, standards and research in the field of public information. A functional and technological level is an area of the end-use of the data and direct effects of the data's use. "Open Data requires developed infrastructure of national importance," considers Ms. Nikitina. "Its development should occur in parallel on all three levels." Meeting information needs of society and business is a key to the evolution of Open Data, according to the expert.
Participants of the event also discussed the updating of technical requirements for the publication of Open Data to version 3.1, and guidelines on the publication of public data by public authorities and local governments.
The development of the system of Open Data is one of the key areas in the field of improving the system of the state and municipal management by improving the transparency and accountability of public authorities, as well as the policy of informatization in Russia. The process of disclosure of public machine-readable data was launched by the Presidential Decree № 601 "On the main directions of improving the system of governance" dated May 7, 2012. Under terms of the Concept of open federal executive bodies, approved by the Government on January 30, 2014, the Decree № 93-r, Open Data is considered as one of the most useful formats for searching, processing and further use of open, publicly available and reliable information.
