For some time energy-savings can be developed without state support

The annual forum "Energy efficiency technologies - 2015", organized by the Analytical Center with the support of the government of the Sverdlovsk region, the Ministry of Energy and Housing, the Ministry of Industry and Science, the Ministry of Construction and Infrastructure Development of the Sverdlovsk region, has completed in Yekaterinburg.

Dmitry Khomchenko, the Expert of the Analytical Center, moderated the plenary session and the section devoted to budget issues.

Maria Shilina, the Head of Directorate for Housing and Communal Services at the Analytical Center, addressed the plenary session a report "Energy Efficiency in the current economic conditions. The role of the state." According to her, the housing sector requires immediate and massive modernization, there are gaps in the regulatory framework, state programs are synchronized insufficiently, there is a lack of coordination in government departments, not to mention the cost of money in times of crisis. All of these trends are the tasks of the nearest future for the federal and regional authorities, municipalities.

"Experts' opinions were divided: those who believe that it is not the time now to deal with energy efficiency, and those who consider energy saving as one of sources of growth and recovery from the crisis", said Ms. Shilina. Of course, budget support will be reduced or even stopped soon, but it was done much in legislative and organizational terms at the beginning of 2015 to enable the development of this area without government support".

The Analytical Center in cooperation with leading energy service companies and experts has identified problems, hindering the implementation of energy efficiency measures in apartment buildings under the scheme of energy service contracts. To solve these problems, changes to federal legal acts should be made.

Ms. Shilina also suggested to implement a new approach as part of the information system for the housing sector: to use tools, approved  by the FTS of Russia (the Federal Tax Service), that encourage the timely submission of reports, in addition to traditional administrative tools for filling the system with data.
