Experts discuss ways of information consolidation

The round table "Integrated information platform on achievements of science and technology: capabilities and prospects of creation, sources and means to consolidate information, development alternatives" took place at the Analytical Center.

The discussion was around basic information resources, collecting information on the achievements of Russian science and technology, tools for processing such data, and methods of using them for professional development of the state governance management.

"We see a huge potential of this idea both in science and in the use of this tool in the economy and the innovative development of the country. In addition, this idea is particularly relevant on the eve of the meeting of the Council for Economic Modernization and Innovative Development of the Russian Federation", said the first Deputy Head of the Analytical Center Vasily Pushkin opening the roundtable.

"In recent years we have been more and more interested in results our state achieves. We are moving along the path of consolidation of all the information, in the context of the impact of scientific institutions", said the Deputy Director of the Department of Science and Technology of Ministry of Education and Science of Russia Sergei Matveyev. According to the official, the impact is estimated by two vectors. The first one is a substantial development, that is research reports, dissertations. "This part is related to the creation of unified database and data recording systems of science results, from raw materials to use in practice", Mr. Matveyev explained adding that in order to build the system the Government Decree № 327 came into force on January 1, 2014. This is a key instrument on the basis of which a united federal accounting system (R & D) was created, he said. "The second vector we are guided by is information in figures on the achievements of Russian science. It corresponds to the Government Decree № 312 "On the estimation of effectiveness of scientific organizations carrying out research, development and engineering works for civil use", said the official. It contains indicators (number of Russian and foreign publications, trained personnel, and others.), which completely characterize all kinds of scientific, technical and partly innovative activities, according to Mr. Matveyev.

"We have a database of substantial and scientometric results. In substantive results the scientific information has become more concentrated and transperent. This sphere is also interesting for us in the context of intellectual property", said the official. Results of scientometric are an online system in which scientific organizations enter information on their achievements, the organizer confirms this information, and the result is available for all, according to him. "The opportunity for comparison is a key, because any organization will be able to see its' performance and to compare it with achievements of other participants", Mr. Matveyev concluded.

Pavel Starikov, the Executive Director of Federal state autonomous research institution "Center of Information Technologies and Systems of executive power" spoke about current conditions of the consolidation of information about achievements of science and technology in Russia. "It is necessary to ensure the safety of investments and to respect rights of third parties when having access to information. It is also necessary to avoid duplication of input of attribute information and meta-information and reduce the search time and time of access to the resources", said Mr. Starikov.

Participants of the event noted that the information integration is a complex and lengthy process, and there are difficulties in the relationship of accumulated resources at this stage. There are also minor technological problems, but they can be solved, experts consider.
