Analytical Center makes forecast on budget expenditures in social orphanhood

Experts of the Analytical Center have prepared an analytical report on economic consequences of the current situation in social orphanhood.

The aim of this report is in an economic analysis and an assessment of government expenditures on orphans and children left without parental care, including costs of their supporting and education,the social orphanhood prevention and economic losses assessment generated by orphanhood. The report analyzes existing supporting systems of orphans and children left without parental care, including costs for their operation, presents an estimation of possible dynamics of costs for orphans and children left without parental care in various preventing child abandonment system development scenarios.

Experts focused on forecasts of budgetary expenditures on orphans and children left without parental care supporting. The report assesses economic losses, and assessment is based on two main scenarios. The first one assumes that existing approaches to prevent child abandonment remain, and many children left without parental care are placed in residential care homes. The second one assumes that existing approaches to prevent child abandonment change, and as a result children live in their own families or substitute families, and the number of children entering residential care homes is reduced.

Experts give an assessment of actual costs of the system for social orphanhood prevention and conduct a future costs’ modeling.

The report also discusses measures to improve the child abandonment prevention and proposals on the existing system further efficiency upgrading, presents best practices of child abandonment prevention in Russia.
