During the roundtable, which took place in the Analytical Center, experts discussed positive and possible negative effects of the Decree of the Government of the Russian Federation № 481 05/24/2014 “On activity of organizations that provide protection and care of orphans and parentless children, and on sending the parentless children to such organizations” realization
“State Policy defined orphanages to be interagents between children and host families”, said the senior research associate of the Department for Research works of the Analytical Center Inna Karakchieva. “Since September 1, 2015 organizations which provide protection and care of orphans will be pushed close to the family type and redirected to follow family arrangement, as there will be enacted Regulations for organizations that provide protection and care of orphans and parentless children, which will change existing approach within nurturing system”. After the Regulations will enter into force, some positive effects will be awaited: formation of more conducive environment for children adoption, their adaptation and socialization level increase, mechanisms' advance in the sphere of interdepartmental interaction, efficient use of organizations’ resources, decrease in number of socially deprived families.
Significant research (e.g. polling) is needed for effective work of the sector, said Ms. Karakchieva. Such polling was conducted by the Analytical Center in 43 constituent entities of the Russian Federation. 18% of respondents see possible issues in the Regulations’ realization. Substantial risks should be considered.
The key problem of the sector is number of children put in families, said the member of the Coordination Council under the President of the Russian Federation on Implementation of National Strategies on behalf of Children 2012-2017 Galina Semiya. “New target figure stands for number of children in data bank reduction by 30%”, said the expert. “Employees stopped to reveal children from difficult families, stopped extending aid to the need, so as to get this index”. Implementation of the Decree of the Government of the Russian Federation № 481 is possible on the regional level, there are positive examples: the Astrakhan Region, the Lipetsk Region, Moscow. To conclude Ms. Semiya suggested that an all-Russian monitoring of the Decree realization risks should be conducted.
Deputy Director of the Social Security Department of Moscow Alla Dzugaeva talked about the experience of Moscow. In March 2013 during the Interdepartmental Working Group penal session on legislation implementation in social aid for orphans and parentless children sector, a prevention of child abandonmen and development of family arrangement model concept were approved, reminded the expert. Reorganization of existing orphanages, social rehabilitation centers, child care centers into Family Education Assistance Centers is taking place under the model implementation. “Every Center provides with conditions close to those in a family: family dwelling units with rooms for 2-3 children, recreation rooms, kitchens and living-rooms, amenity spaces. All apartments contain 7-8 children with a “constant” adult. For now 10 centers are reorganized”, said Ms. Dzugaeva.
During the roundtable many experts pointed out, that a “constant” adult is a must, instead of a kaleidoscope of tutors working shifts. If a child does not have a “constant” adult, effectiveness of family arrangement conditions will dip down, according to the experts.
