The Analytical Center with the assistance of federal executive authorities, institutions and business partners will make an on-line poll: “Efficiency of state support measures in the sphere of innovations” during the period of 15-30 September, 2014. It is planned to make inquiries in different regions and industries among several thousands of commercial and non commercial innovation organizations which had or are going to have the state support for innovative activity.
After the meeting between the Russian Prime Minister Dmitry Medvedev and the members of the Expert Council under the Government of the Russian Federation and representatives of the expert community, that was held on July 25, 2014, the new instructions on innovation development (resolution of the 9th of August, 2014 №DM-P36-6057) were given. In particular, it was instructed to develop of measures for improving the activities of development institutions in innovation sphere in accordance with the goals of the innovation development strategy of the Russian Federation for the period up to 2020 and according to the state programs of the Russian Federation.
The state has regularly been issuing funds for the development and support of innovations for the past few years. However, up to the present moment the evaluation of the efficiency has been carried out without the participation of the fund receivers. The poll will be the first in history and is addressed to innovators, who will decide on the reasonability and efficiency of the state support. The poll is considered an important feedback tool. It results will allow to identify and analyze the problematic areas of cooperation between organizations, state authorities and development institutions currently conducting innovation activities.
Mr. Yury Ammosov, the Advisor to the Head of the Analytical Center for the Government of the Russian Federation, has informed: “The main objective of the poll is to monitor the current situation in innovation infrastructure and to define the role of the state support. We expect not only to collect the innovators’ opinions, but also to get directly from them the suggestions for improving the efficiency of the measures taken by the state in the sphere of innovations”.
The poll’ results will be included in the reports on the efficiency of the state innovation policy and the elements of the innovation system in the Russian Federation. The Analytical Center is in charge of preparation of such reports and their submission to the Government of the Russian Federation. The summary of the results will be available to public through the information resources of the Analytical Center.
