“Issues that we are discussing today are crucial,” said the Head of the Orlovsky Regional Office of the Federal Antimonopoly Service Valentin Yurasov during the roundtable “Regional competition development standards: exchange of experience, best practices” that was recently held at the Analytical Center.
During the event, heads of subdivisions of central and regional offices of the FAS Russia shared their recommendations and experience regarding the implementation of competition development standards for regions. Thus, the Deputy Head of the Analytical Department of the FAS Russia Vladimir Shipunov said that it is possible to use surveys provided by the Federal State Statistics Office regarding the state of competition and actions of public authorities in this field. Surveys of entrepreneurs, including those which are provided through trade associations, could and should also be used.
Mr. Shipunov promised that the FAS Russia will make recommendations for reports which regional authorities are obliged to provide by the middle of December, and that they must contain in any form all the steps taken by the region for the implementation of the standards. “Report - is in fact a survey, and a book of complaints and suggestions containing all that is necessary for an effective regional implementation of the Standard. All reports will be carefully analyzed,” said the Project Manager of the Department for development of priority programs at the NGO “Agency for Strategic Initiatives to Promote New Projects” (project initiator) Alexander Slesarev.
Head of the Nizhny Novgorod Regional Office of the FAS Russia Mikhail Teodorovich told about arrangements regarding implementation of a new standard in the Nizhny Novgorod region and said that “it would be interesting to get a sample roadmap for regions which will be mandatory to use”. However, representatives from the ASI and the Ministry of Economic Development explained that the regions should act independently according to the specificity of their activity.
According to the speakers, one or more sectoral roadmaps with specific indicators and figures are being prepared in all regions that have joined the project. For this purpose working groups are formed together with lists of markets which are typical for the region and where implementation of the the provisions of the Standard is planned , and also the main barriers for the development of competitive environment are being identified.
The roundtable’s participants also discussed issues of interagency cooperation, evaluation methods and other relevant issues of competition development.
In February and March of this year, the Analytical Center with the support of its partners have conducted a survey among business representatives on the state of competitive environment in Russia – within the frameworks of which was investigated the “general state” of business in the current environment of doing business and investment activities. Results of the survey are presented in the report “Competition assessment in Russia”. Also, one of the editions of the Bulletin on competition development, which is being prepared by experts of the Analytical Center, will be focused on empirical results of competition assessment in Russia and the search for national evaluation methods, including the implementation of a regional competition standard.
