Program-oriented planning of government programs will increase the level of their performance quality

Analytical Center hosted a roundtable titled “Increasing the efficiency of program-oriented planning, funding and monitoring of the implementation of government programs by the federal executive authorities of the Russian Federation”.

Opening the event, Head of the Directorate for Information Technologies of the Analytical Center Aleksey Khromov noted that at the moment it is necessary to determine the range of issues that representatives of federal executive authorities are constantly facing while using program-oriented methods of planning and control over budget execution.

The event was attended by representatives of the Ministry of Economic Development, Ministry of Communications and Mass Media and the Ministry of Finance of Russia. Experts discussed the program-oriented management methods and the specifics of their application in order to improve the efficiency of public administration, as well as the major issues regarding the transition to the creation of budgets in software format.

“At the moment, we have a sufficiently completed methodological and regulatory framework. There are still some issues, but the basic structure is formed”, - said the representative of the Russian Ministry of Economic Development Maria Ekaterinovskaya. According to her, the budget Code contains a transformation regarding the integration of programs as a key element of the budget process, given the fact that the budget was originally created on the program-oriented principle. “Today, we cover all directions of the concept for long-term socio-economic development of the Russian Federation in 5 areas, we focus the most on the social sphere and develop the direction of the “new quality of life”,- added Ms. Ekaterinovskaya. According to expert, the main objective of the Ministry is to link the budget process with the program-oriented management and to insert programs into the budget process, to determine the time frames of the development, to update and approve the state programs and the federal budget, as well as to align the boundaries of the overall strategic management, which unites three levels of government: federal, regional and municipal.

The representative of the Ministry of Communications and Mass Media of the Russian Federation Vitaly Naumov said that linking the indicators with specific activities and decisions, which are then implemented in the execution of government programs – is the most difficult element of the planning process. “This is for the sole reason that government programs have very relative performance indicators, and it is imperative to detail them at lower levels and reach absolute values​​," - he considers. The government official added that when planning a specific program and government agency, public authorities must understand through what mechanisms these indicators will be achieved.

Mr. Naumov added that the project that is being developed by the Ministry of Communications and Mass Media is based on three positions: the mandatory use and the creation of common industry standards while implementing certain activities, creation of common industry principles for project management. A correct approach is also being created, to the formation of projects indicators, which could reflect the performance of the state program “Information Society”.

The representative of the corporation "Parus" Yuri Kislitskiy talked about a standard project solution “Electronic budget of Federal Executive Authorities” as a tool for program-oriented planning and execution of budgets within the frame of the implementation of government programs. “The process model of the activities in the subsystem “Program-oriented planning” includes 4 stages: working with the program structure, budget creation, revision and monitoring of the program”, - said the expert, adding that this subsystem represents a single tool for a detailed formation of activities.

The event's participants agreed that the use of the program-oriented method for planning government programs has many problematic issues, but the realization of this idea should lead to a qualitative leap in this field.
