At the Analytical Center, experts discussed the development directions and efficiency increase in using Open Data Portal of the Russian Federation.
“The Open Data Portal represents a new path that was chosen by the Government of the Russian Federation in order to further disclose information to the public and maximize the benefits of government activities”, - said in his opening speech Deputy Director General of the Analytical Center Vasily Pushkin. The Portal has been developed and implemented, but the government, business and the scientific community has a number of observations. “Our task today is to decide whether we can make the Portal to become a tool that will allow all participants to use open data in their activities, to ensure transparency within public authorities, to improve their effectiveness”, he added.
Representative of the CJSC “Gosbook” Yuri Linkov, pointed out the issues that Portal has at the moment. They are the shortage in information content on a number of industries, the lack of regulations on interaction between the working and expert groups etc. “Portal development was carried out in terms of strict deadlines and constantly changing requirements from interested parties, - mentioned Mr. Linkov. - At the moment, there is a question about the completion of the Portal, which will affect all associated work on the development of open data in Russia and will incorporate constructive suggestions received from participants to this process”. From 10 to 30 June everyone can make suggestions on Portal’s forum, for its development and finalization.
The participants to the event discussed various ways of Portal’s development. Proposals from the Open Government, expert and IT community were analyzed. Views were expressed on the need to finalize the legal framework governing the operation with open data, develop regulations for interagency cooperation, provide methodological support for all user groups and introduce new functionality possibilities and user services.
