From 2 to 10 June, 2014 Analytical Center held a series of seminars for organizations that manage apartment buildings, homeowners associations, Moscow city authorities and asset owners of the premises, devoted to implementation of energy service activities in apartment buildings (AB).
Seminars are held within the framework of the joint program for energy efficient modernization of apartment buildings, organized by the Analytical Center for the Government of the Russian Federation together with the Moscow’s Department of Fuel and Energy.
The Head of the Directorate for Housing and Communal Services of the Analytical Center Maria Shilina, presented the main report. She pointed out that residential buildings are one of the largest consumers of thermal energy in the country - they account for 42% of the total thermal energy consumption and 65% of this volume is heating. “The existing task is to decrease the GDP energy output by 40% by the year 2020 in the whole country. A quarter of this target can be reached by reducing the consumption of thermal energy for heating purposes in apartment buildings”, - mentioned Ms. Shilina.
Analytical Center identified the issues that impede the implementation of energy saving measures in the AD scheme of energy service contracts. These include the lack of reliable data on the current state of the housing fund and organizational complications related to energy service companies “entering” the building (general meetings of premises owners). To solve these problems, a three-stage regional program has been developed for energy efficient modernization of apartment buildings. Buildings where the introduction of energy-saving measures is needed the most were identified.
“When entering into an energy service contract, one of the main organizational difficulties is the approval of the terms of such an agreement at the general meeting of premises owners in the AB”, mentioned the Deputy Head of the Directorate for Housing and Communal Services of the Analytical Center Natalia Pavlova. In order to eliminate possible organizational barriers and to offer methodological support for all participants within energy services sector, methodical materials have been developed and focused on public authorities, organizations managing apartment buildings and premises owners of these buildings.
Within these seminars, representatives of managing organizations, public authorities and citizen action groups were taught how to properly conclude an energy service contract, what steps need to be taken, what essential conditions must be present in the contract and what other aspects need a close attention.
More than 340 people attended the event. Amongst them were representatives of each administrative district of Moscow, including Troitsky and Novomoskovsky.
Experts of the Analytical Center noted a high interest in such seminars was shown not only by the public authorities, but also by the property owners, which is important because ultimately they are the ones who have to decide which energy service activities will be conducted in their homes.
