“Institutions that will exercise control over the public utilities sector are presently being created at the regional level. The depth, coverage, openness and transparency of control is very important in this area. Within the discussion of the law on public control, public utilities sector needs to be treated separately taking into account the specifics of the regions”, - said the expert of the Analytical Center Konstantin Shishka at the annual XII Civic Forum in Yaroslavl.
Within the framework of the at the XII annual and regional Civic Forum “Civic contribution as the base of regional development”, Konstantin Shishka participated in the “Public involvement in public utilities sector management” section of the Forum, with a speech on the reasons for public participation in solving the issues within public utilities sector, the functions of non-commercial partnerships “JKH Razvitie” and “JKH Kontrol” as well as other public institutions. The expert mentioned the expected changes in public utilities sector in the near future, which include general repairs, licensing of the management companies and the role of public control in these processes.
Konstantin Shishka also talked about prospects for public control network development. He pointed out the most important matters: “This year an active work is being performed on creating the network of municipal public control institutions and creating the system for permanent public monitoring of the regional programs for general repairs and population resettlement from dilapidated buildings”. He mentioned the directions for development of public participation in solving problems within public utilities sector, such as: creating a rating system for management companies, resident participation in committees that issue and cancel licenses, monitoring tariff growth and implementation of regional programs of housing advocacy including school classes.
