The draft law on state information system for the public utilities sector requires additional modifications to enter the second reading

Expert of the Analytical Center Maria Shilina, expressed the need to create a balance between the government, civil and business community in order to ensure the transparency of the new system for public utilities.

This statement was given during the roundtable of the working group on “Quality of daily life“, that reviewed the draft law “On state information system for public utilities sector” organized on the platform of the All-Russian People Front. During the event, discussions were focused on reasons for the slow adoption of the document in the State Duma, advantages and disadvantages of state information system for public utilities sector, as well as revealing the results of the experiment held in five subjects of the Russian Federation.

Maria Shilina presented a report which contains recommendations on the following matters: creation of market infrastructure with clear functioning rules for data collection from information providers, development of unified functional requirements for state information system for public utilities sector, provide incentives in the new law for companies within public utilities sector to disclose information and conducting a system test with the participation of society on all levels. At the end of the event, Ms. Shilina concluded that the draft law needs to be supplemented before the second reading.
