"The Government Resolution "On Digital Transformation of State Governance Processes, State and Municipal Services and Functions", the work on which is coordinated by the Competence Center for Digital State Governance created at the Analytical Center, will be a kind of "Constitution of Digitalization", Deputy Head of the Analytical Center Mikhail Pryadilnikov said at the meeting of the relevant expert group.
"This document establishes high-level parameters of the digital state governance, the interaction with business and citizens. It will become a "sieve", through which all initiatives of state bodies will pass. If they meet the parameters reflected in the Resolution, they will be developed further. If not, then there is no point to develop such initiatives", Mikhail Pryadilnikov explained.
Among other things, the Resolution proposes to create the Factory of Superservices. It is expected that the new structure will include developers, representatives of federal and regional authorities and business. Their task is to develop and implement 25 superservices by the end of 2021, which will ensure a qualitatively new level of state services for citizens throughout life: education, driving, doing business, getting pension, etc.
During the meeting, the experts discussed the draft Resolution and made proposals for its revision.
