Maria Shilina, Head of Directorate for Housing and Communal Services, presented a report at the IV Exhibition Conference “Energy Services and Energy Research. Problems and Solutions”.
Participants discussed the mechanisms for execution of energy service contracts and search for perspectives in the field of energy research. Maria Shilina reported on mechanisms used to overcome barriers in energy service activities in apartment buildings, paying special attention to the implementation of a pilot project in Moscow.
“Energy service companies indicate two primary causes for low development rates of energy services in apartment buildings. These is a lack of verifiable information about potential objects of energy service and substantial organizational problems when it comes to apartment buildings”, noted the expert. “We know how to overcome such difficulties”.
The expert also clarified that the implementation of a program for energy efficient modernization of apartment buildings through energy service contracts developed by the Analytical Center is reaching its final stage in Moscow. The same programs were approved for St. Petersburg and Saratov Region.
The Conference was organized by the Russian Association of Engineers for Heating, Ventilation, Air-Conditioning, Heat Supply and Building Thermal Physics (ABOK) with participation of the Department for Fuel and Energy Economy of Moscow Government. Among the participants were representatives of the Ministry of Energy of the Russian Federation, Ministry of Economic Development of the Russian Federation, Ministry of Construction and Public Utilities of the Russian Federation, expert and business communities.
