How to Overcome Barriers to High-Tech Educational Environment

"Today, both the state and the private sector take many initiatives on the development of education in Russia. Educational mobility, individual development trajectory, interactive learning, digitalization are words that are now used in everyday speech," said Inna Karakchieva, an expert at the Analytical Center, within the framework of a business program of the Build School exhibition that is traditionally supported by the Analytical Center.

According to Ms. Karakchieva, the world and our country face a global change in the education system, where the key focus is on the introduction of innovative technologies. This poses new challenges both for updating educational content and for the material and technical equipment of educational establishments, including modern teaching aids.

Ms. Karakchieva says that the classes of robotics and prototyping, virtual engineering modeling and digital laboratories are part of real life. Obviously, this situation requires fast updates, the flexibility of regulators. It is irrational to consider the issue of material and technical support for educational activities, equipment of premises without linking them to the federal state educational standard. Formally, the competence of an educational organization includes material and technical support and equipment of premises, nominally, as a rule, coordination is necessary at the municipal or regional level.

The expert believes that the excessive regulation of the purchased equipment hinders the introduction of new educational technologies. Detailed specifications do not allow purchasing, for example, similar equipment but of another manufacturer, disposing of allocated budget funds with greater efficiency.

In turn, the ignorance of the modern market of domestic production of teaching aids and low awareness of the education system about emerging innovations is a serious barrier to the formation of a modern high-tech educational environment.  "Therefore, it is important to find new mechanisms for regulating material and technical support that meet the modern requirements of the scientific and technological development of the educational sphere, individualization, and digitalization of education. This is an urgent task!" Ms. Karakchieva concluded.
