Experts discussed draft Administrative Offences Code of the Russian Federation and draft federal laws governing the proceedings concerning administrative offenses.
The meeting participants discussed the problems occurring at case initiation and hearing stages, which have been accumulated in the law enforcement practices, the principles of legislation on administrative liability, as well as approaches to the formation of offense qualification criteria.
Experts noted that a number of administrative offenses and penalties need to be revisited, while the definition of administrative offense as such and other concepts in the Code should be made more transparent and specific. Generally speaking, the updated legislation on administrative offenses should become more effective and ensure the identification, avoidance, and prevention of wrongful acts.
The work is underway under the direction of the government jointly with Russia's Ministry of Justice, Ministry of Economic Development and with participation of interested government authorities and topic experts.
