The Analytical Center hosted an expert discussion of the Concept for establishment and operation of the Common information system architecture for the Federal executive bodies of the Russian Federation.
The Department of informatization coordination of the Ministry of Digital Development, Communications and Mass Media presented the Concept elaborated by FSBI research institute "Voskhod" for expert assessment. The document is of a general nature and aims at ensuring the digital sovereignty of the country and increasing the sustainability of the IT infrastructure for digitalization of public administration. It is assumed that creation of procedural framework and introduction of a common architecture will reduce the time and financial costs for establishing digital platforms, and harmonize departmental and regional information systems with those on federal level.
If it is decided to create and introduce the Common information system architecture for the Federal executive bodies of the Russian Federation, a head organization with the working name "the Federal Architectural Council" will be established under the Ministry of Digital Development, Communications and Mass Media. It will consider and approve the target IT architectures of the departments and subjects of the Russian Federation, in which, in turn, local architectural councils will operate.
The participants of the discussion expressed their views on the need to create this Common information system architecture, its role, actual component, prospects and relevance. Following the discussion, the draft Concept will be amended during the week.
