6 june 2019

The document was developed by the MIPT-based NTI Center with support from Sberbank of Russia and Analytical Center for the Government of the Russian Federation.

The National Technology Initiative (NTI) Center at Moscow Institute of Physics and Technology (MIPT) with support from Sberbank of Russia and Analytical Center for the Government of the Russian Federation published an almanac on the development of artificial intelligence (AI) in Russia and throughout the entire world.

Artificial intelligence is a key technology trend. The scope of its application is fairly wide and covers not only technological companies, but also public administration and social sector. Artificial intelligence is now part of our everyday lives. Many countries adopted artificial intelligence development strategies (China, the European Union, Canada, etc.) and all of them want to take the lead in this field and gain a competitive advantage for their economies. Russia, too, is actively developing its national strategy of the artificial intelligence.

The MIPT-based NTI Center for the Artificial Intelligence with support from Sberbank of Russia and Analytical Center established an Almanac on the development of artificial intelligence in Russia and throughout entire world. This is the first issue of the series of AI related materials.

The almanac will be published bimonthly and cover the AI industry in Russia. The first issue contains an overview of the current status of the AI industry in Russia and the rest of the world, including the principal technologies and their uses, key companies, universities and expert opinions. The key focus of the issue is the Strategy; the report analyzes global situation, overviews foreign AI strategies and discusses Russia's possible AI strategy.

"Artificial intelligence technologies can be figuratively referred to as the "key" to digital economy. Digital economy as the data economy needs an instrument which will allow processing large arrays of information, in this sense AI is a key digital technology, the foundation for digital transformation. This project will enable shaping demand for the study and employment of technologies," noted Vladimir Mesropyan, Head of the Project Office for the Digital Economy National Program at the Analytical Center for the Government of the Russian Federation.

"Artificial intelligence is the key line of technology development that determines the future of the whole world and creates new standards in our education. Even today, artificial intelligence mechanisms already ensure real-time prompt and optimal decision-making based on the analysis of gigantic arrays of information, the so-called Big Data. This offers tremendous benefits in terms of quality and performance," Alexander Vedyakhin, First Deputy Chairman of the Management Board of Sberbank, noted. "These developments are second to none in history as regards their effect on the economy and labor productivity, the effectiveness of administration, education, health care and the everyday lives of people."

"We saw an information vacuum in the artificial intelligence field in Russia," says Igor Pivovarov, Chief Analyst at the NTI Center for Artificial Intelligence. "And the lack of quality information adversely affects decision-making. We collected a large amount of data about the industry status and generalized it in our analytical report. It's the first report of its kind in Russia, the next issues of the almanac will focus on specific AI areas, such as natural language processing, computer vision, predictive analytics and other topics. We're certain that it'll contribute to market growth and correct managerial decision-making at all levels."

The almanac is the product of joint efforts by MIPT, National Research University Higher School of Economics (HSE), Skoltech, Sberbank of Russia, Analytical Center for the Government of the Russian Federation, the Ministry of Digital Development, Communications and Mass Media of the Russian Federation, and analytical group OOO IP Laboratory.

An electronic copy of the almanac is available from the website.
