"Government and public employees participating in the project activity must have common understanding of the goals and tasks formulated in terms of project management", Pavel Shestopalov, Advisor of the Head of the Analytical Center, said at the seminar for the employees of the Social Insurance Fund of the Russian Federation.

According to Shestopalov, this is necessary for successful project activity within the organization, arrangement of effective interdepartmental interaction and finally for implementation of national projects.

During the activity, differences between the project approach and operating activity, benefits of the project management methods and principles were discussed, issues of organization and motivation of the project team members were considered. Also the reasons of implementation or failure of major projects in different spheres were analyzed (construction of Zenit Arena stadium, Sidney Opera House, The Victoria Channel deepening).

Shestopalov emphasized that during the work it was necessary to remember the main principles of project management. First, determine purposes, results, scope, stages and limits of the project. Second, assign roles and responsibilities in each project. Third, focus your management efforts on the first stages of the project.
