Konstantin Noskov, the Head of the Analytical Center for the Government of the Russian Federation, has been appointed Minister for Digital Development, Communications and Mass Media.
Konstantin Noskov joined the Analytical Center in December 2012. For 5 years under his leadership the organization evolved into a leading expert center that meets the best international standards, as is borne out by statistics: between 2012 and 2017 the number of expert events held by the Analytical Center per year increased from 11 to 274, the number of media publications mentioning the Analytical Center went up from 130 to 8278, the number of unique visitors to the website of the organization increased from 12 to 363 thousand per year.
In these years the Analytical Center focused on preparing analytics for the government. "The main priority of the organization was defined 5 years ago: support government activity and its decision making process, " Mr. Noskov said in January 2018 in an interview for Budget Magazine. "This mission remains unchanged and just as before the main KPI is the number of requests that the Analytical Center handles per year as well as the number of answers to these requests. While in 2012 we only got about 30 requests for analysis, today we are sending the government 15-20 reports per week."
Konstantin Noskov recruited highly skilled experts for the Analytical Center; under his stewardship the organization uses cutting edge management methods and promotes the introduction of innovative methodologies and systems in public administration. The job of the new Ministry that Konstantin Noskov has been appointed the Head of is the implementation of the digital agenda.
