The Sub-Commission Suggests New Areas for the Digital Economy of the Russian Federation Program

A meeting of the Sub-commission for digital economy discussed the mechanism for the implementation of the instruction of the Prime Minister of the Russian Federation to select new areas for the implementation of the Digital Economy of the Russian Federation program. During the meeting a preliminary list was proposed of the sectors of the economy most important for the state: healthcare, education, state governance, energy sector, the agricultural sector, smart cities, e-commerce, transport, logistics and financial technologies.

Participation of the business community and the industry association should expand the list of promising areas and significantly improve the quality of applications. An application selection mechanism that is as transparent and as legitimate as possible will help to achieve that.

The first stage of compiling and selection of applications for inclusion of new areas in the program will be held at the Digital Economy autonomous non-profit organization (ANO), after which all the applications that passed the selection will be submitted to relevant federal executive authorities. The final decision will be made by the Sub-commission for digital economy.

The selection will take into account how comprehensive the description of the objectives of the digital transformation of the industry is, whether the application includes key initiatives and pilot projects, whether the new proposed area is integrated with the current documents of strategic state planning, whether there is integration with the digital economy agenda of the Eurasian Economic Union countries, whether allowances are made for international cooperation and whether the application is backed by a professional team.

Applications can be prepared by teams comprising representatives of leading organizations of the industry of the economy or social group as well as federal executive authorities and regional executive authorities of the subjects of the Russian Federation. The teams must have the requisite competencies confirmed by successful cases in relevant industries.

Applications must be presented in the form of digital transformation scenarios for industries of the economy or specific social areas. When the scenarios are being assessed, forecasts for the state of the industry in 2024 in comparison with other countries will be taken into account.

The implementation of new areas of the program that call for the digital transformation of specific industries of the economy or aspects of social life or social activities will be aimed at expediting the socio-economic development of the country to improve the quality of life of its citizens to the level of the most advanced global standards, achieving global competitiveness in all the industries of the economy and technological sovereignty of the key sectors of the economy.

243 activities are already being implemented and thus the meeting also reviewed and approved a procedure for monitoring the implementation of the previously adopted action plants (regulations, information infrastructure, information security and the development of research competencies and new technologies).

Monitoring is to be carried out to supply the Sub-commission with up-to-date aggregated information about the implementation of the plans that would be sufficient to support their decision making. The Project Management Office for the Implementation of the Digital Economy of the Russian Federation Program, which runs on the basis of the Analytical Center, will be responsible for administering the monitoring process.

Cooperation between the performers of the activities and the Project Management Office will be carried out on a completely paperless basis by using a single information system that all participants in the implementation of the program will have access to.
