Experts Discussed Effective State Policies Addressing Climate Change

The Analytical Center together with the Ministry of Economic Development and Trade of the Russian Federation held a roundtable "Expected Economic Impacts of Implementing the Climate Change Policy in Russia."

"According to the Climate Change Doctrine of the Russian Federation for the period up to 2020, the strategic goal of climate policy is to achieve secure and sustainable development of the Russian Federation, including institutional, economic, environmental, social, and demographic aspects of development in the context of changing climate and and emerging challenges," stressed Vladimir Maksimov, the Head of the Ecology and Nature Resource Use Unit of the Department for State Tariff Regulation, Infrastructure Reforms, and Energy Efficiency of the Ministry of Economic Development and Trade of the Russian Federation. He said that, according to the Doctrine, there are several main climate policy areas: international cooperation and the development of legal and regulatory framework and state regulations. "The main objectives of the policy are to develop and implement immediate and long-term measures to mitigate the man-made impact on climate," Maksimov believes.

The participants of the discussion think that in the context of limited resources it is necessary to choose the most effective measures. The Ministry of Energy specialists believe that these measures should be related to energy efficiency. The energy efficiency potential needs to be realized, because this set of measures has the least negative effects, the experts presume. Representatives of the Ministry of Natural Resources and Environment of the Russian Federation disagree that it is possible to achieve the set goals through energy efficiency. In their view, another regulatory tool is needed in this case, that is, economic measures, encouraging the reduction of greenhouse gas emissions.

The participants of the discussion stressed that it was vital to preserve the country's competitive advantage and its position in the global arena, to take into account energy security issues, and to work together as a whole system.
