Dmitry Khomchenko, an expert of the Analytical Center, spoke during the events held within the Energy Week. Opening the plenary session of VII International Congress “Energy Saving and Energy Efficiency - Development Trends”, the expert highlighted the main directions of state policy in this area. He referred in detail to the legal and institutional barriers that hinder the implementation of improving energy efficiency projects at the level of the subjects of the Russian Federation and in various industries of the economy.
”The Comprehensive Plan for Improving the Energy Efficiency of Economy of the Russian Federation, prepared by the Ministry of Economic Development, will be approved in the nearest future,” Khomchenko reported. "It details the main directions and tasks of state regulation of energy saving and improving energy efficiency in the midterm. The Comprehensive Plan has been recently discussed at the site of the Analytical Center.”
A draft federal law prescribing introduction of amendments and additions to the law “On Energy Saving and Improving Energy Efficiency” has been developed. The purpose of the amendments is to enable the conclusion of energy service contracts on the initiative of potential contractors. Khomchenko believes that adoption of this law would significantly simplify the procedures for concluding energy service contracts in the public sector. At the same time, according to the expert's opinion, a long delay in the adoption of amendments to the Housing Code, prepared as far back as 2016, significantly impedes the implementation of energy-saving projects in the country's housing stock and hinders efforts to limit public payments for utilities.
Speaking at the round table “Enhancing the Role of Authorities in Ensuring the Operation and Development of Housing and Communal Services”, Khomchenko noted that improving the comfort of living in urban areas, the formation of favorable urban environment and ”smart cities” is impossible without introduction of energy saving in all areas of the urban economy. But it is here that the relevant processes are underdeveloped, as evidenced by polls in the sphere of implementation of energy service contracts and energy saving projects in the subjects of the Russian Federation, periodically conducted by the Analytical Center.
Speaking at the round table “Support and promotion of the domestic producers of energy-efficient products. Introduction of innovative and best available technologies,” the expert noted that the task of supporting and promoting domestic goods and technologies remained a priority. The success of the planned implementation of energy-efficient projects with the predominant use of domestic products depends on decision of this issue, which inevitably leads to a reduction in the cost of the implemented energy-saving activities.
On the other hand, Khomchenko believes, there is a significant imbalance in the needs of the market for equipment used in the implementation of energy-saving projects and the actual volumes of its production. The efforts of both producers and regulatory authorities should be addressed to eliminate this imbalance.
