As part of the business program of the International Industrial Exhibition Innoprom, a discussion ‘New IndustReality: Sustainable Development and Environmentally Friendly Technologies’ organized by the Analytical Center took place. The moderator of the discussion was a councilor of the Department for Expert Analytics of the Analytical Center Evgeny Gasho.
"Several years ago, the Analytical Center paid attention to the fact that the Energy Strategy of the Russian Federation rather smoothly dovetails industrial and energy policies," Mr. Gasho said. "The strategy described these fields based both on the opportunities of power engineering, and energy industry development control points which were to be introduced in eastern regions of the country. As we can see, during the last two years, the eastern vector has strengthened itself, tremendous progress in this direction has started.” Mr. Gasho thinks that a great benefit of the energy strategy is that this document is continuously negotiated and updated.
First Deputy Minister of Energy Alexey Teksler told about the priorities of the energy strategy. "Our first purpose is to satisfy the needs, in particular those of the internal market, and to create full energy safety of our country and to protect it from all external factors," he said. The second priority of the strategy is the creation and strengthening of leading positions on world energy markets. A special attention in the document is given to diversification, modernization and innovations, the Deputy Minister clarified.

"A global market trend is increased energy efficiency, so called 'extra fuel'," Mr. Teksler said. "All our prerequisites are that with twofold increase of our country’s GDP in two years we will consume energy only 15–20% more than now. This is what the energy efficiency growth is," he said.
Teksler noted that the authorities paid increased attention to advance innovative development and modernization of the fuel and energy complex. Development incentives are being sought. Teksler highlighted that the modernization of the energy complex was directly linked to industry at the same time.
Evgeny Gasho also took part in the round table "Internet of Things in Housing and Utility Sector as a Portal to a Smart City." The discussion touched upon the issues of digitalization. "There are many words around the digitalization so the notion itself loses its original meaning," the expert said. Gasho thinks that the processes that take place around the digitalization are similar to those which happened to nanotechnology earlier. "I'm even afraid of the consequences because it is one third fashion and only 10% content-richness which may improve the life of the city leaders, engineers and people," the expert said. "Smart city is a toy for a rich mayor. In the first place, we need that roads are repaired, traffic lights function correctly, and houses are winterized and leak-proof. Will digitalization contribute to it? Just partially," Mr. Gasho said. He thinks that any mayor has a complicated dilemma of how to allocate funds. The analyst is sure that while leaving a window for the digitalization, it is necessary to solve the main problems existing in the cities.

Mr. Gasho also thinks that in any case priorities should be determined. "The priorities are defined by the government, and the government listens to people, so citizens should tell about their priorities. The right solution may be found in the dialog between the government and the citizens," he believes. "The Moscow renovation demonstrated that nothing may come from above, the government had to hold a dialog," Mr. Gasho presumes. "Three channels were used to vote on the renovation, people voted through the Multifunctional Center and the Active Citizen portal." We are prepared to changes in a different way, and it is necessary not to pull up underperformers but to show them the way and to tell them what is dangerous and what is effective.
