Formative model of educational system is more progressive

The Analytical Center has held a roundtable on the issue "The Strategy of Development of Vocational Education in Russia in the Context of the Priority Problems of the State Policy for Human Resourcing".

"There are conditions which provide an environment for the development of personnel policy and vocational training. At the same time, there is unfortunately no documentation on their systematic development," stated the moderator of the event, Senior Advisor to the Department for Social Policy of the Analytical Center Inna Karakchieva. "Without understanding where we're going, it is impossible to build any strategy." The expert has explained that the main question, which we have to answer to ourselves, is the issue of what educational system we want to build in Russia. At the current moment, this is the system that supports the needs, and the strategy should be built on this or a more progressive formative model. When there is a formative model, we define and create on our own a new list of occupations, as well as we determine on our own their relevance and revise the entire infrastructure, noted Ms. Karakchieva.

"It is difficult to make any forecasts for the distant horizons, we can speak only about creating an environment," said the Director of the Department for State Policy in the Sphere of Higher Education of the Ministry of Education and Science of the Russian Federation Alexander Sobolev. "Thus, for the last six months, the Ministry has fulfilled a titanic work, having singled out oriental studies in a separate list of specialties. At the same time, we establish some other new directions as well." According to Mr. Sobolev, the problem of the interaction of professional communities in the sphere of education and personnel policy has been solved, and this is a very important step. Thus, the professional community has already come to an agreement that a graduate with a master-degree can manage the project at all stages; educational competences of engineers have also been established.

"The efficiency of personnel policy is the basis for economic and all other kinds of security of Russia," stated Chairman of the Subcommittee on Anticrisis Management of the Committee for Security of Entrepreneurial Activities of the Russian Federation Chamber of Commerce and Industry Antonina Ryakhovskaya. She has particularly noted the lack and the low qualification of arbitration crisis managers, which does not contribute to rehabilitation, but to liquidation of troubled enterprises along with the jobs.

A Chief Researcher of the Center for Economics of Continuous Education of RANEPA Sergey Belyakov has presented the study of the issue of how the goals and objectives of education development are reflected in the strategies for social and economic development of regions of Russia. He has given examples of the strategic objectives of educational systems, particularly noting the unconformity of a significant part of them with the Federal strategy. "None of the regional programs has introduced any measures of accessibility and quality of education, which casts doubt on the achievement of these objectives," stated Mr. Belyakov.

The roundtable participants have listened to all the speakers and conducted the discussion, following the results of which, the Analytical Center will prepare proposals for the definition of key positions in this sphere which will be submitted to the Government of the Russian Federation.
